...........a newspaper.
Podle mně jde v druhé větě dát oba časy:
While S. was doing her homework, her brother was
reading a newspaper. – on četl noviny
ale i …* her brother read a newspaper.* – on
přečetl noviny

If he read the entire paper and finished then read is ok. However I think was reading will be the correct answer.

I think it too, but in fact both is possible, because you can finish reading the newspaper. PEople read the headings, a few articles that are interesting for them and they can say I've read it all. There is nothing interesting.
