Out of context :-( , there's no discernible difference in meaning, whether the “liking” is now or in the past. The point is, I wasn't there and I regret it (now) or I regretted it (then). Usually the regret at something that didn't happen continues into the present.

If the regretting has now ended, the thought would be expressed differently to make the distinction clear, e.g.: I used to think I would have liked to be studying German at school, but now, ten years later, I realise my choice to study English was better.
