Yes, it's a dreadful sentence, and I'm still scratching my head trying to work out what it's supposed to mean. No-one would say this in real life.
Incidentally, the voice-over is clearly done by a machine: the intonation, rhythm and general dynamic of the voiced narrative are unnatural. I wonder if the text was translated by a machine too?
