Vypadá to, že se to používá jako železniční žargon v určitých oblastech, ale vždy je to spojené s konečnou stanicí. takže bych řekla, že ano, ale ve velmi specifické situaci.

A v jiných případech? The car arrived into the garage například?

Ahoj, dnes jsem při čtení zpráv na Sky News narazil na následující článek s názvem/titulkem:

Je zde nějaký důvod, proč je tu po slovesu arrive použita předložka to a ne in?

„… as Monarch arrives TO St Giles' Cathedral …“ „To“ is a mistake here. It should be „at“. Note that the correct preposition is used in the very next sentence:

The King has arrived at St Giles' Cathedral in Edinburgh to chants of ‚not my king‘. (sky)

„In“ is not possible here because he has reached the place where the cathedral is, he has arrived at the cathedral, he hasn't arrived in(side) the cathedral. He is clearly still outside it.

Je nějaký důvod pro použití předložky „TO“, nebo se prostě jedná o chybu? Zdá se mi, že předložku TO ve spojení se slovesem arrive vnímám čím dál tím častěji…

As you note, „arrive to (the UK, New Jersey, the court, etc)“ occurs occasionally in media articles, and there could be several reasons (inadequate level of education of people working in the media, media jargon, „copycat media-writing“ (media people copy what others write), or maybe even some of the „journalists“ are not native speakers and language interference creeps in. While some „journalists“ might write „arrive to“, a native speaker wouldn't say it.

It's incorrect, and only used in the media. In much the same way, you can find „incorrect“ poorly written Czech in Czech media reports. It's just a sign of the times. ☹️ Standards are slipping.
